Refer clients to PassQual Membership
For brokers and community partners who meet adults with no active health coverage. You share a link and PassQual’s team completes enrollment — or, once authorized, you enroll clients with you in person. Either way, the client signs and pays for themselves.
Who to refer
Adults 18 and older who pay for their own care and do not have active Medicare, Medicaid, a Marketplace plan, employer coverage or any other health insurance.
- Do not refer anyone who has coverage, including Medicare beneficiaries during Medicare’s Annual Enrollment Period. They cannot enroll, and their covered care belongs with their plan.
- If a client is choosing between a Marketplace plan and going without, help them with the plan first. Membership is not a replacement for insurance.
How it works
- Register below — you get your personal referral code and links instantly, and a welcome email. Registered partners sign in to their portal at consult.passqual.com/partner.
- Give your client your link in person or on printed materials, or text or email it to a client who has asked you to.
- Your client opens the link and enrolls themselves: three quick questions, their own contact details, and a time for their enrollment visit on PassQual’s calendar. You can sit with them while they do it on their own phone — but they type, not you. They pay only when they sign their Membership Agreement — by card or, for a prepaid term, Cherry — and never through you.
- Client not comfortable with phones? Call us together at (786) 677-9922 and hand them the phone — our bilingual team enrolls them on the call, or they can come to the clinic and we’ll do it with them.
- Authorized partners can also enter a client’s details for them in the PassQual partner portal, with the client present. That requires a signed Outreach Partner Agreement with its Business Associate Agreement and completed HIPAA training — ask us to set it up. The client always reads and signs the Membership Agreement themselves.
- When you refer by link or sit with your client (Tier 1 and Tier 2), PassQual’s team completes enrollment: we confirm the client has no active coverage and explain the terms, and the client signs the Membership Agreement directly with PassQual and pays to activate it. Authorized partners follow the Tier 3 steps below.
Authorized partners (Tier 3)
Once PassQual has authorized you — a signed Outreach Partner Agreement with its Business Associate Agreement, and completed HIPAA training — you can enroll a client with you, in person:
- You check the client’s coverage in PassQual’s eligibility tool and certify that they have no active coverage — no Medicare, Medicaid, Marketplace, employer or other health coverage.
- The client reviews and signs the Membership Agreement themselves — from the personal link PassQual texts them, or on your device. You never sign for a client.
- Payment activates the membership: the client pays by card, or finances a prepaid term with Cherry. You never collect payment or card details.
- The client’s member ID and digital card arrive by text. You never see a client’s records.
What to say
- “PassQual Membership is a fixed monthly price for your primary care at PassQual Health in Miami Gardens — $79, $119 or $159 a month. It is not health insurance.”
- “It does not cover emergencies, hospital stays or specialists, and it is not a pharmacy plan. Plus and Elite include up to 3 medications from PassQual’s Approved Medication List, per provider discretion; specialty, high-cost and unlisted medications are not included.”
- “It is only for people with no active health coverage — no Medicare, Medicaid or insurance. Your coverage is checked before you join.”
- “You can cancel any time with 30 days’ written notice. A $99 fee applies if you cancel before your term ends.”
What never to say or do
- Never call it insurance, a plan, a policy or coverage, and never use words like premium, copay, deductible or network.
- Never say it replaces insurance, covers emergencies, or includes services from other providers.
- Never write down, photograph or keep a client’s information, or type it anywhere except the PassQual partner portal once PassQual has authorized you to. Never sign anything for a client, collect payment or card details, or promise a price, discount or benefit not listed on this site.
- Never give medical advice, or say that a specific test or service is included beyond what this site states.
- Never call or text anyone who has not given you written permission to contact them, never use auto-dialers or recorded messages, and never buy or rent contact lists.
- Never offer your client a gift, rebate or anything of value for joining.
Compensation and privacy
PassQual does not pay for patient referrals or enrollments, in any amount or form. Where PassQual engages an Outreach Partner, it pays only a fixed fee for community education, set in advance in a written agreement — no payment ever depends on whether anyone enrolls. Please refer only because the membership is right for your client.
Your clients’ health and membership information is protected by federal privacy law. We cannot share whether a client enrolled, or any of their information, unless the client authorizes it in writing.
